摘 要：权力与档案利用相互建构。一方面，权力凭借自身的权威性和强制性有目的地对档案的利用进行建构，档案开放、档案阅览、档案展览、档案编研等主要档案利用形式都受到权力的深刻控制、干预或左右。另一方面，档案利用也相应地建构着权力，主要体现为辅助权力运行、保障权力利益、强化权力统治以及抵制权力统治四个方面。权力与档案利用相互建构的关系给档案界带来了许多启示和思考。

Abstract： The power and archives utilization construct each other. On one hand， the power affects the archives utilization by its own authority and mandatory.The archives opening， archives reading， archives exhibition， archives compiling and so on are all controlled by the power deeply.On the other hand，the archives utilization also strengthen the power.This is mainly reflected in four aspects：assist the power operation， protect the interests of the power， strengthen the power rule and resist the power rule.The mutual construction has brought lots of useful inspirations to the archives circles.

檔案利用工作通常指的是档案提供利用工作，它是将档案馆（室）收藏的档案信息以不同的方式提供给利用者利用的工作，它是档案工作的中心工作，档案形成与管理的最终目的都是为了档案的利用。权力为了自身的利益需求必然对档案利用工作进行积极的建构，而档案利用工作反过来也建构了权力，从而实现了权力与档案利用的相互建构。

1 权力对档案利用进行建构

在我国，档案馆和档案室的地位比较特殊，胡鸿杰认为，我国档案馆和档案室“都不是现实状态和法律意义上的社会公共部门……它们或者隶属于各级党政机构的办公部门，或者属于各类社会组织的内部机构，没有一条服务社会公众的实质性渠道”[1]。不难看出，我国档案机构具有较为浓厚的权力依附色彩，它们在开展档案利用工作时更容易受到政治行政权力的影响、干预和控制。权力主体可以通过严格的档案利用制度和规范对档案利用主体、利用场所、利用形式、利用范围等进行控制和建构。
