通过多渠道规范体育类实验室管理提高检测水平①

探讨如何规范管理体育类实验室，提高检测水平。查阅近10年来国内外关于实验室管理的文献。结果与结论 引进数字化的信息采集系统，进行实验室认证认可，引入科学的管理理念和方法，建立完善的科学管理体制，通过定期考核、科学评估、奖励机制、优胜劣汰来调动实验室管理人员和技术人员的主动性、积极性和创新性，同时注重和加强业务素质培训，才能更好地规范实验室的管理，提高科研服务和检测水平。

Abstract： Objective to investigate how to normalize laboratory management in order to improve the detection level.Method the author reviewed domestic and aboard literature of laboratory management of lately 10 years. Result and Conclusion only by introduction of digital information management, conduction laboratory certification and accreditation, introduction scientific management ideas and methods, establishment scientific management system,and regular assessment, scientific evaluation, incentive mechanism, while focusing on and strengthen the quality of business training, then the laboratory management and technical staff’s initiative enthusiasm and innovation can be aroused, and the laboratory can be better normalized, and the research and testing level can be improved.

进入21世纪以来，在全球经济条件下，创新对经济发展的速度和方向，对国际竞争力的影响日益重要。而国家创新的原动力引擎——国家科学技术和开发实验室的管理问题，是我们这个时代的最核心、最具基本意义的重大问题[1]。在各国创新体系中，国立科研机构都扮演着很重要的角色[2]，体育科研所也不例外。实验室管理的核心是提高管理水平和科研水平[3]。作为体育科学研究所，除了管理水平和科研水平外，还有为竞技体育服务的水平。研究报道[4]，目前我国一些国家重点实验室存在管理思想落后，管理体制滞后，管理制度欠完善，人才管理机制缺乏，积极性不高，创新不足，以及资源共享匮乏等弊端。而这些问题在体育科研所或多或少同样存在。……
