摘 要：工程教育专业认证中坚持的理念主要包括：成果导向（OBE）、以学生为中心并持续改进。美国工程与技术认证委员会（ABET）在工程教育认证标准中广泛使用了OBE理念。北京联合大学作为北京市属应用型大学，人才培养和专业建设也应根据国家发展战略和北京的城市定位进行规划与贯彻落实。本文简要说明了初步构建的北京市IT应用型人才需求信息大數据平台，依托此大数据平台、基于OBE模式可以进行城市型、应用型IT产业人才培养研究。本文以软件工程专业建设为例进行了OBE模式教学实践改革的阐述。

Abstract：The accreditation of engineering education is based on the following three concepts：Outcome Based Education（OBE），student centered，and continuous improvement.The OBE model has been adopted by the Accreditation Board for Engineering and Technology（ABET），and is widely used through the standards of engineering education accreditation.Beijing Union University，an application oriented talents cultivation university in Beijing，should carry out talents cultivation and major construction according to the national development strategy and Beijing's urban planning and implementation.This paper briefly describes the construction of IT talent demand information big data platform，which supports the research on applied IT talents cultivation based on OBE model.Taking software engineering major construction as the example，the paper elaborates on the teaching reform based on the OBE model.

1 引言（Introduction）

成果导向教育（Outcome Based Education，OBE）作为一种先进的教育理念，由Spady等人在1981年首次提出，之后迅速得到了重视与认可。OBE理念目前已成为美国、加拿大、英国等教育改革的主流与核心理念[1-3]。美国工程与技术认证委员会（ABET）基于成果导向理念，并在工程教育认证标准中广泛使用了该理念。因此，使用OBE理念来引导我国的工程教育改革，具有现实意义[4]。如何基于成果导向的理念，进行新工科建设，具有重要的现实意义，也是目前亟待研究的问题。

在2015年第12届全国人大三次会议的政府工作报告中，李克强总理首次提出了“互联网+”行动计划。《国家中长期教育改革和发展规划纲要（2010—2020年）》指出，要“适应国家和区域经济社会发展需要，建立动态调整机制，不断优化高等教育结构。优化学科专业、类型、层次结构，促进多学科交叉和融合。……
