【摘 要】2016年9月13号核心素养作为一种重要的理念被提出，核心素养以培养“全面发展的人”为核心[1]，自此以后，核心素养被学术界和教育一线逐渐重视起来。作为师范院校的人才培养和学术研究，师范生培养定位都需要从核心素养的视角来进行。因此，研究和制定新建本科院校师范生核心素养框架具有非常重要的价值和意义。

【Abstract】Core competence was put forward in September 13， 2016 as an important concept， core competence takes cultivating “all-round development person ” as the core， since then， the core competence was attentioned by the academic and education gradually. As the training and academic research of normal universities， the training orientation of normal students needs to be carried out from the perspective of core competence. Therefore， it is of great value and significance to study and formulate the core literacy framework of normal college students.

1 新建本科院校师范生核心素养框架的建构策略

1.1 学校层面

新建本科院校师范生核心素养框架的制定，首先需要学校能从大局出发进行考虑和定位，能充分认识到大学在科研、教学、文化传承以及社会服务方面的价值和功能。因此，学校需要认识到核心素养对于学生的发展至关重要，需要从学校层面进行思考如何构建新建本科院校师范生核心素养框架。以贵州师范学院为例，在学校校长和副校长、教务处等层面逐渐着手，围绕学校“一体两翼”的定位，积极发展师范教育这个主体，积极改革教育教学理念，紧跟国家的教育政策和新的教育理念，积极构建 新建本科院校师范生核心素养框架。

1.2 学院层面

学院作为学校的重要教学、管理部门，承担上传和下达的责任和义务。那么，学院层面就需要积极围绕学校制定的新建本科院校师范生核心素养框架的理念，积极开展学生的调研工作，从学校定位到教学、管理、学生工作等各个层面进行，为新建本科院校师范生核心素养框架建言献策[2]。……
