【摘要】近年来，由于小浪底水库的建成，致使防洪工程出险机率偏少，在一定程度上存在着麻痹思想和侥幸心理，认为一库定天下，水患意识警惕性不高。因黄河洪水灾害的发生有一定的规律性，黄河防汛工作就是根据掌握的洪水特征，有针对性地做好预防工作，采取积极预防措施，所以黄河防汛部门都要在每年汛期到来之前，按照可能发生的各种情况，充分做好各项防汛抢险准备，通过周密安排部署，充分认识汛前黄河防汛准备工作，完善黄河防汛组织机构，科学编制防洪预案，组建黄河防汛抢险队伍，做好防汛物资准备，开展汛前普查，做好防洪工程查险除险等方面的准备工作。

1. 汛前黄河防汛准备工作存在的新问题

近年来，由于防汛形势发生较大变化，一大批年轻同志走上了领导岗位，一部分同志对辖区内的黄河防洪工程了解不够，对防洪任务和防洪形势还认识不足，防汛责任制落实不到位。社会剩余劳动力外出经营、打工，人员流动性大。群防队伍难以真正落实到位，只能是纸上谈兵。另外，部分干部群众对防汛知识、预案学习不够，不了解黄河的基本情况和防洪措施。不能认识自己在防汛工作中的职责和义务，加之黄河多年没来过大洪水以及小浪底水库的建成，造成了一部分干部群众思想麻痹，防汛意识谈薄，对制定的各种防洪预案和抢护方案不了解，备汛工作只是空谈，对于预估的各级流量防守，从料物来源，运输机具，劳力组合落实的不够具体，对防汛工作中应重视的问题认识不够。……
