【摘 要】近年来，随着经济社会的不断发展和市场活动的日渐活跃，各种价格矛盾纠纷日益增多，尤其在农村，土地、宅基地及其他热点方面的价格矛盾纠纷十分突出，通过法律途径解决起来费时费力费钱，若处理不当，往往会引发群众上访、缠访，甚至形成民事、刑事案件。价格争议调处已成为政府价格主管部门调定价及价格监督检查业务之外解决价费纷争的有效手段。论文就此展开了调研，以供参考。

【Abstract】In recent years， with the continuous development of social economy and market activity has become increasingly active， all kinds of price contradictions and disputes are increasing， especially in rural areas， the price of land disputes， homestead and other hot spots are very prominent， through legal channels to resolve is time-consuming and costly， improper handling will often lead visitors from localities appealing the higher authorities for help， wrapped visit and even the formation of civil and criminal cases. Price dispute mediation has become an effective means for resolving price conflicts in government pricing departments， and effectively for pricing and price supervision and inspection. This article launches the investigation and research on this question ，for reference.

1 价格调处工作的基本情况

通过开展价格争议调处服務，直接倾听人民群众的利益诉求，协调各方意见，有利于解决人民群众最关心、最直接、最现实的价格问题，有利于促进社会主义诚信系统的完善和各种市场经济活动的规范发展。

鉴于目前存在的实际情况，价格认证中心组织人员多次深入农村、社区、企业走访座谈，在充分调查论证的基础上，决心拓展价格服务领域，开展价格矛盾纠纷调处工作，并将这一想法向局分管领导作了汇报，获得了肯定并给予指导和业务支持，大大推进了这项工作的开展。

2 价格调处工作的主要做法

首先，逐步建立并完善价格调处的规章制度。为规范价格争议调解运作程序，按照《山东省价格争议调解处理办法》规定，我中心起草了《东营区物价局价格争议调解处理实施办法》并试执行，对价格争议调解的范围、原则、方式、程序、责任等做出了明确规定，到目前为止该办法试行顺利，并取得了良好的效果。……
