[摘 要] 随着“一带一路”战略的推行，经济带沿线国家间往来的货流量不断增加，货运代理企业面临着前所未有的最好转型时机。本文在分析货运代理与第三方物流区别的基础上，通过设计货运代理企业向第三方物流转型的风险识别体系，构建基于可拓学优度评价法的转型风险评价模型，以分析货代企业的转型风险，并给出转型风险防治对策。本文可为货代企业转型第三方物流提供指导或借鉴。

Abstract： With the promotionof the Belt and Road， the goods between the countries along the economic belt are increasing and freight forwarding enterprises are faced with an unprecedented opportunity for transformation. On the basis of analyzing the similarities and difference between freight forwarding and the third party logistics， this paper designed a risk identification system of freight forwarding enterprises transforming to the third party logistics. And then， it constructed a transformation risk evaluation model based on the appraisal evaluation method of Extenics， to analyze the transformation risk of freight forwarding enterprises， and gaverisk control strategies. This paper can provide guidance or reference for freight forwarding enterprises transforming to the third party logistics.

自我国政府“一带一路”战略的推行，经济带沿线国家间的贸易往来愈加频繁，战略合作不断加强，经济共同体效果显现。在此背景下，我国物流行业迎来了发展新机遇，沿线国家间的货流量急剧增加。据知截至2017年4月末，新亚欧大陆桥的“长满欧”班列承运进出口货物超5 000标箱，货值高达1.1亿美元[1]。如此“一带一路”战略带来的物流业务增长和行业繁荣恰是企业改革与调整的好时机。

货运代理企业是一个集多功能于一身的货物流转中间代理人。目前，受自身业务结构单一、增值服务较少以及行业竞争的挤压等原因的影响，货代企业面临着改革与调整的需要。鉴于第三方物流的崛起与良好的发展前景，不少货运代理企业纷纷借助“一带一路”战略的兴起，向第三方物流转型。关于货运代理企业向第三方物流转型的研究较多，例如秦文捷[2]针對铁路货运企业，提出货运代理企业向第三方物流转型的实施策略。……
