摘要：本文以包钢废钢回收物流系统为研究对象，针对影响系统效能的内外因素进行分析，建立了废钢回收系统评价体系，并运用层次分析法对各因素的重要程度进行了分析排序，最后结合模糊综合评判的方法对包钢废旧钢铁回收物流系统进行了综合的评价并提出了改进系统的对策。

Abstract：Based on steel recycling logistics system of Baotou Steel Corperation， this paper analyses the internal and external factors affecting system， then steel scrap recycling logistics system evaluation system is established， and the paper studies the importance of the various factors by AHP， and finally the paper gives a comprehensive evaluation for steel scrap steel recycling logistics system with the method of fuzzy comprehensive evaluation and puts forward suggestion to improve the system.

0 引言

回收物流是一个系统化地运作模式，涉及资源、产品在生产销售和生活消费等过程中的重复利用，在这一过程中部分物料可通过收集、分类、加工等环节转化为新产品，重新投入到生产或消费中。废钢作为钢铁企业可再生资源，对其有效的回收利用可促进企业持续发展，包钢作为全国钢铁龙头企业，对其废钢回收系统进行研究和评价具有战略性的意义。废钢回收系统的强弱是企业若干内外因素共同作用的结果，而且在逻辑上也是多层次的。因此，废钢铁回收物流评价的基本流程，如图1所示。

1 包钢废旧钢铁回收物流系统基本情况

包钢废钢分公司建设于1958年，主要负责对包钢（集团）公司内部废钢铁资源的回收、运输、加工、利用、销售等全过程进行监督、管理、组织、协调与考核；负责废钢原料市场调研和社会采购工作；负责为包钢（集团）公司分选、加工废钢炉料，为炼铁厂、薄板厂和新体系提供经济合理炉料废钢，为其生产顺利进行提供废钢炉料保证。……
