【摘 要】电力企业是国家供电的重要保障，电力的安全稳定关系着生活的各个方面，因此，电力安全生产是需要我们格外注意的，风险管理对于我们管控电力安全生产具有重要意义。论文将阐述风险管理应用的必要性以及电力生产过程中的安全隐患，进而说明应如何在电力安全生产上引入风险管理体系。

【Abstract】 Power enterprise is an important guarantee for national power supply， and the security and stability of electric power are related to every aspect of life， therefore， electric power safety production needs special attention， and risk management is of great significance for the control of power safety production. This paper will expround the necessity of application of risk management and the hidden dangers in the process of power production， and then explain how to introduce the risk management system into the electric power safety production.

1 引言

众所周知，在电力安全生产过程中，安全操作是十分必要的。如果操作违反相关规定就会引发安全事故，造成损失。因此，电力公司在经营发展过程中，必须落实安全风险体系，使相关人员严格按照要求规范操作，以降低安全风险，提高工作质量。

电力安全生产管理是电力部门管理体系中的重要一环，防患于未然，是电力企业安全体系管理中必须遵循的第一要义。国内电力行业竞争的一个重要指标就是生产的安全性，这就需要电力企业拥有良好的安全管理体系和重大事件应对能力。随着科技的进步，我国电力企业在危险管控和电力检修上取得重要的突破。这使得电力安全事故发生的频率得以降低，实际上，电力企业的稳定运行是一个长期的课题，需要我们不断地提高风险管理水平。

2 风险管理应用的必要性

安全风险管理是一种风险管控机制，在预防安全事故，减少安全意外方面具有独特的作用。安全生产风险管理体系建设是一项系统的工程，涉及生产工作的方方面面，电力企业的安全生产是立业之本，十二五以来，国家节能减排的号召越来越强。……
