摘要：教师是教育的实践者，是教学活动的具体实施者，中小学英语师资水平决定着基础教育质量高低以及英语教学改革成败，它直接制约着教育教学的发展与成效，因此，教师的培训和专业发展尤为重要，要想使师资培训具有针对性和实效性，必须了解英语教师现状。在调查基础上，本文对农村中小学英语师资现状的困境进行了分析，并就存在问题提出了改善农村英语师资现状的策略，尤其是提出了基于“问题”的培训、“网络在线”培训、“长周期全脱产”培训、“一对一”培训以及 “沉浸式”培训等五种不同的教师培训模式，以确保培训的针对性和实效性。

Abstract： The teacher acts as both the practitioner of education and the performer of teaching activities. Therefore， the quality of English teachers in primary and secondary schools can determine the quality of basic education and the result of English teaching reform. Besides， it directly restricts the development and the level of education. In this way， teacher training and development is the key to the improvement of English teaching. In order to make teacher raining more targeted and more effective， it becomes quite necessary to know the situation of English teachers. Based on various investigations in rural schools， this paper makes an analysis of the problems in the current situaton of rural primary and secondary English teachers and tries to find some effective ways to solve these problems. Whats more， at the end of this paper， the writer suggests some modes for rural English teacher training such as Problem-based Training， Online Training， Long Term Off-the-job Training， One-to-one and Total Immersion Mode to ensure the pertinence and effectiveness of English Teacher Training.

一、問题的提出

《面向21世纪教育振兴行动计划》（教育部，1998）指出，我国教育观念和方法以及人才培养模式，不能适应现代化建设的需要，且已成为制约我国创新能力和竞争能力的主要因素之一；《2003—2007年教育振兴行动计划》（教育部，2004）提出实施“新世纪素质教育工程”，大力提高教师的整体素质，以全面推进素质教育；《国家中长期教育改革和发展规划纲要（2010—2020年）》也明确指出：“加强教师队伍建设，提高教师整体素质”；国家教育部、财政部已于2010年开始全面实施“中小学教师国家级培训计划”，简称“国培计划”。从一系列的举措可以看出国家对加强师资队伍建设、提高教师整体素质的决心，因为教师素质的高低是决定教育质量优劣和教学改革成败的关键。……
