【摘要】中央一号文件的印发，给我给水利工程建设带来了前所未有的机遇。但是我国的小型水利工程建设却存在着这样和那样的问题。本文通过对影响小型水利建设质量问题的因素，小型水利工程建设问题的深入分析，并针对这些问题提出了解决问题的相关对策。

【Abstract】The central one of the documents issued， give me water conservancy project construction has brought unprecedented opportunities. But China's small water conservancy construction is the existence of such and such problems. In this paper， through the analysis of the factors affecting the quality of small-scale water conservancy construction， the construction of small-scale water conservancy project in-depth analysis， and put forward the corresponding countermeasures to solve these problems.

我國小型水利工程建设由于在建筑设计、建筑手段等方面存在着诸多问题，因此其质量问题特别突出。

1. 决定小型水利建设质量问题的因素

（1）建设人员的素质。

建设人员的素质是决定小型水利工程质量的人为因素。有什么样素质的建设人员，就会建成什么质量的工程。要想加强工程建设的质量，必须大力提高建设人员的素质，提高建设人员的工程质量意识、知识水平、操作水平。

（2）建设施工的材料。

建筑材料的质量是决定小型水利工程建设的物质因素。建筑材料是水利工程最基本的组成，也是造成小型水利工程质量问题的主要因素。为此，必须严格加强建设材料的管理，建设材料必须符合国家标准、行业标准及相关规范，建立专人负责制，严把建设材料的进口关，对于检验不合格的建设材料坚决拒之门外。

（3）建设施工的机械设备。

建设施工的机械设备也是保证建设质量的重要因素。在建设过程中，要按照施工要求选择机械设备的种类和型号，按照施工技术的先进性、可操作性和方便维护性上进行综合考虑。……
