摘 要：文章结合湖南邵阳县近五年多来投入1亿多元，建成6万亩高标准农田，治理水土流失120平方公里项目都实现了当年建成生效，共助农年增收9000多万元指出惠农项目当年建成生效受地形因素影响，受气候条件影响，受种植时间制约，受计划批复制约的四大难点和惠农项目当年建成生效的能避免不良天气影响，能有效降低人工、材料成本，能优选施联合体，能充分发挥使用效益的必要性。并提出了解决问题要抓好宣传发动工作，要提高项目设计质量，要提前计划批复和项目招投标，要合理安排施工期，要严格施工质量等五要对策。

Abstract： The combination of Shaoyang County， nearly five years to invest more than 100 million yuan to build six high-standard farmland acres， 120 square kilometers of soil erosion control projects have realized that the completion of the entry into force of more than 9，000 yuan to help farmers increase noted in year project to benefit farmers affected by terrain factors built into effect， subject to climatic conditions， by planting time constraints， the difficulty of the four plans approved by the constraints and benefits of agricultural projects built in the year to avoid the adverse effect the weather， can effectively reduce labor， material costs can preferably applied Commonwealth， the necessity of using energy efficiency into full play. And proposed to solve the problem should be placed on propaganda work， to improve the quality of project design， to plan ahead and approved the project bidding， to arrange the construction period， such as five to strict construction quality to countermeasures.

高标准农田建设和国家农业综合开发水土流失综合治理等惠农项目施工期受地形、气候、农作物种植期和计划批复施工期较短等因素制约，项目当年建成生效困难很大。如何确保惠农项目当年建成生效，是一个现实问题。2012年，湖南邵阳县农业开发办投入3112万元（其中财政资金2720万元，村民自筹392万元），在下花桥镇徐家、双江等12个村建设高标准农田2.2万亩，改善农田灌溉面积1.6万亩，新增除涝面积1万亩，新增节水灌溉面积0.7万亩，年节水量65万立万米以上。今年，该县虽然遭受大旱，但该项目区粮食增270万公斤，年增产值896万元。近5年来，该县投入1亿多元建成6万亩高标准农田，完成水土流失综合治理120平方公里，都实现了惠农项目當年建成生效，共助农年增收9000万元以上。……
