摘要： 目的：了解我国高校二级学院党政联席会议制度的研究现状、研究热点及研究趋势，为高校教育改革发展、完善内部管理机制、促进高校科学化管理提供参考。方法：以中国知网数据库中2000-2016年高校党政联席会研究文献为材料，运用文献计量学方法进行分析。结果：共检出421篇有效文献，文献内容以高校二级学院管理机制存在的问题和决策机制研究为主；中文核心期刊《学校党建与思想政治教育》发表文献数量最多；文献作者主要来自于高校党务工作者；基金支持的文献数量较低。结论：经过高校管理者和研究者的共同努力，高校二级学院党政联席会制度研究取得了一定发展，但研究深度及广度不够，文献质量还需进一步提升，核心作者队伍还没有形成，高校管理者和研究者应开拓管理思路，通过多角度的研究，提升高校二级学院管理水平和办学能力。

Abstract： Objective： to understand the research status research focus and research trend of the joint conference system between the Party and the government in China's subordinate colleges， so as to provide reference for the development of higher education reform， improvement of the internal management mechanism and promotion of the scientific management of colleges and universities. Methods： to use Bibliometrics to make a analysis based on 2000-2016 research literature materials of the joint conference system between the Party and the government from CNKI database. Results： there were 421 valid literatures， mainly focusing on the problems existing in the subordinate college management mechanism and decision making mechanism research； the largest number of published literature are all in Chinese core journal "School Party Building and Ideological and Political Education；the authors are mainly from the Party work group in universities； the number of fund support is low. Conclusion： through the joint efforts of managers and researchers， the system has achieved a certain development， but the research depth and breadth is not enough， and the quality needs to be further improved， the core author team has not formed. So college administrators and researchers should explore management ideas and carry out multi-angle research to enhance the college management level and teaching ability of subordinate colleges.

0 引言

随着我国高等教育事业的发展，高校办学规模不断扩大，管理重心逐渐下移，在2000年前后大部分综合类高校进行了内部机构调整，撤系建院，学院逐渐成为了高校办学实体，是高校内管理中心和资源配置中心，高校院级单位相继成立了党委或党总支，在高校党组织结构中处于承上启下的关键位置，是团结广大师生员工的政治核心[1]。国家高度重视教育事业，2010年出台了《中国共产党普通高等学校基层组织工作条例》，明确规定高校二级学院级党组织“通过党政联席会议，讨论和决定本单位重要事项”，以制度形式正式将党政联席会确立为高校二级学院的工作体制和决策方式。……
