摘要：本文采用文献研究中现存统计资料分析的方法，对蚌埠市养老服务机构的相关指标包括床位供给状况、资源配置效率、人才分布状况等进行计算量化并深入描述分析，发现蚌埠市政府在购买养老服务过程中存在如下问题：购买力度不足、资源配置效率较低，人力资源分配不均衡不合理等。最后论文提出了政府购买养老服务的政策建议。

Abstract： This paper uses the method of analysis of the existing statistical data in literature research， to make a quantitative calculation to relevant indexes of pension services in Bengbu including bed supply situation， the efficiency of resource allocation， personnel distribution and take an in-depth description and analysis. It is found that there are following problems existing in the process of the Bengbu government purchasing the pension service： the lack of purchasing power， the low efficiency of resource allocation， the unbalanced distribution of human resources and so on. Finally， the paper puts forward some policy suggestions for the government to purchase pension services.

1.1 选题的背景

在当今社会，老龄化是几乎世界各国都要面对的社会难题。随着我国人口老龄化的日益加剧，社会养老保障体系将面临巨大的冲击和挑战。国际上通常把65岁以上人口占总人口的比重达到7%作为国家或地区进入老龄化社会的标准，而数据显示，2012年蚌埠市65岁以上人口占比高达12.08%，远高于7%，人口老龄化严重。然而，与人口老龄化程度日益加深，高龄、空巢、半自理和完全不能自理的老人数量持续快速增长的现状相伴随的，却是现有的养老服务设施不足、养老服务护理人员专业水平低、老年人的社会服务和保障及救助体系不完善以及高龄津贴和老年补贴还没有完全覆盖等等现实问题。进入21世纪后，为提高养老服务质量，我国政府也推出了一系列政策措施，引发了社会力量兴办养老机构的热潮，使养老机构在全国范围内迅速增多；2008年1月29日中央多部门联合发布了《关于全面推进居家养老服务工作的意见》，意味着国家将全面推进居家养老加社区照料性社会老年服务体系的建设与发展。……
