摘要：近年来，财政部就推广运用PPP模式进行了一系列工作部署，经过两年多时间的探索与实践，推广运用PPP模式工作取得一定成效，城市轨道交通PPP项目的采购流程等也得到了进一步的规范。然而，PPP 模式在何种情况下适用却一直是我国基础设施项目采购过程中相对薄弱的环节。本文在VFM评价相关理论的基础上，结合现有城市轨道交通PPP项目的实际情况和实践经验，设计了相关的评价方法，初步建立了城市轨道交通PPP模式的VFM评价流程和体系，对建立和完善我国城市轨道交通PPP模式物有所值评价机制具有重要的现实意义。

Abstract： In recent years， the Ministry of Finance has taken a series of work arrangements for the promotion of the use of the PPP model， and after more than two years of exploration and practice， it has achieved certain results， city rail traffic PPP project procurement process has been further standardized. However， the circumstances of the PPP model application has been a relatively weak link in the procurement process of infrastructure projects in China. Based on the VFM evaluation theory， combined with the actual situation of the existing city rail transit PPP project and practice experience， this paper designed the related evaluation methods， established the VFM evaluation process and system of city rail transit PPP mode， which has an important practical significance to establish and perfect the evaluation mechanism of the city rail transit PPP mode in China.

1 VFM评价相关理论

VFM评价的本质是评估PPP项目以同样的投资是否能够提供价值更高的服务或是以最小的投资是否能够获得相同的服务。目前国际上常用的VFM评价方法主要有两种：成本效益分析法和公共部门参照标准法（Public Sector Comparator，PSC）。

成本效益分析法是通过比较项目的全部成本和效益来评估项目价值，以使得用最小的成本获得最大的效益。成本效益评价法通常用于传统的公共项目采购决策中，由政府部门通过投标者之间的竞标以确保项目VFM的达成。

公共部门参照标准法（Public Sector Comparator，PSC）是政府在参照类似项目经验的基础上，结合项目自身的实际情况，制定出政府自身实施项目的成本PSC，把PPP模式下的全生命周期成本LCC（Life Cycle Cost）与上述成本PSC进行比较，从而分析PPP模式是否可行。……
