【摘要】利津县盐窝镇魏村片水土保持综合治理工程，通过土地整治、排水沟整治、营造水土保持林、营造农田防护林网等综合治理措施，减少区域内水土流失，保护、改良与合理利用水、土资源，增加植被覆盖，改善当地生产生活环境，促进区域内生态、经济和社会效益的可持续发展，使区域内产业结构得到合理调整，区域内现有水土流失得到有效控制，改善区域生态环境。

1. 項目建设的基本情况

1.1项目背景及概况。

（1）为加快利津县盐窝镇魏村片水土流失治理，尽快改善周边居民的生产、生活条件和生态环境，促进经济社会可持续发展，建设和谐社会，将利津县盐窝镇魏村片划为水土保持综合治理区域。

（2）本项目位于利津县盐窝镇中东部，以荣乌高速路为轴，西起沾化县界，东至盐窝镇海子沟。项目区控制面积3.64Km2，水土流失面积2.98Km2，总地势南高北低，地势平坦，无明显起伏。项目区土壤类型以潮土、盐土为主，植被属温暖带落叶阔叶林类型区，土地利用现状以耕地和盐碱地为主，林草覆盖率约为8%，原地貌土壤侵蚀模数平均为1650t/（Km2·a）。土壤侵蚀类型主要为风蚀，兼有水蚀，土壤容许流失量为200t/（Km2·a）。

1.2项目建设的必要性。

利津县盐窝镇魏村片处于黄泛平原区，风蚀比较严重，一到大风季节，扬尘四起，对区域内群众的生产生活产生不良影响，导致生态环境恶化。实施片区内水土保持综合治理，能有效的遏制土壤侵蚀，防风固沙、涵养水源，改善农业生产条件和生态环境。……
