摘 要 “形势与政策”课是高校思想政治理论课的重要组成部分。然而，其长久以来都没有被纳入到系统教学单位归口管理，所以，其教学质量标准参差不齐，而且出现了程式化、教条化、功利化的倾向，这直接影响了高校思想政治理论课的系统性、严肃性和规范性，并间接冲击大学生思想政治教育的实效性。针对高校“形势与政策”课教学过程中存在的问题进行剖析并提出针对性的解决方法已经成为具有重要现实意义的论题。

Abstract The course of "Situation and Policy" is an important part of Ideological and political theory course in Colleges and universities. However， it has long not been incorporated into the unit teaching system of centralized management， therefore， the uneven teaching quality standard， and the tendency of stylized， dogmatic and utilitarian， which directly affects the system of Ideological and political theory course serious and normative， effectiveness and the indirect impact of college students' ideological political education. Aiming at the problems existing in the course of "Situation and Policy" in Colleges and universities， this paper analyzes the problems and puts forward the corresponding solutions.

对于高校形势与政策课的定位，2004 年中宣部、教育部以《关于进一步加强高等学校学生形势与政策教育的通知》 文件给予了明确：“形势与政策课是高校思想政治理论课的重要组成部分，是对学生进行形势与政策教育的主渠道、主阵地，是每个学生的必修课程，在大学生思想政治教育中担负着重要使命，具有不可替代的重要作用。”①然而，鉴于形势与政策的特殊性，教学过程中却出现了很多的值得关注的问题。

1 “形势与政策”课程教学过程中的问题

1.1 课程设计缺乏灵活性、趋于程式化

形势与政策课与其他思想政治理论可相比更具有时代感和时效性。对于认知力、判断力和行动力的自主性都趋于成熟的大学生而言，形势与政策课本身更具有吸引力，它应是教师引导大学生运用其他思想政治理论课程学习的相关理论观察、解释现实社会的热点焦点问题以及判断并预测时代发展趋势的实践性课程。……
