【摘 要】2016年中国信息传播产业经历了深刻变化，是中国信息传播产业从渐进性演进迈向颠覆性革命的关键一年，因此从网络、产业和监管等三个方面对2016年中国信息通信产业发展情况进行了梳理和回顾，并提出2017～2020年将成为中国信息传播产业的深刻变革期，2020～2030年将成为中国信息传播产业的融合革命期

Review of Chinas Information and Communication Industries in 2016

[Abstract] Chinas information and communication industries underwent profound changes in 2016. Chinas information and communication industries transferred from the progressive evolution to the subversive revolution in 2016. The development of Chinas information and communication industries in 2016 was reviewed from three aspects of the network， industries and regulations. It was proposed that Chinas information and communication industries will go through the profound reform in 2017～2020 and the integrated revolution in 2020～2030， respectively.

1 引言

2016年中国信息传播产业发生了深刻的变化，并正在沿着未来颠覆性产业革命的方向继续前进。邬贺铨院士[1]认为，IT、CT和DT的融合正在推动大数据与人工智能时代的到来，为网络技术发展带来新动能，为提升网络容量、个性化服务水平、提供更好的用户体验开启了新的空间，也为未来颠覆性技术的出现奠定了基础。与此同时，技术融合驱动了产业融合和大信息传播产业的形成，同时也推动了信息传播产业监管体系的不断完善，因此本文接下来将对2016年中国信息通信产业发展情况进行了梳理和回顾，并展望未来中国信息传播产业的发展与变革。

2 网络持续演进：高速之网，革命之路

2016年，中国信息传播产业发展的网络基础——固定宽带网络和移动通信网络都变得更为坚实宽阔。中国固定宽带网络的全光纤化已在全国范围内基本完成，移动通信网络的4G+部署已经基本完成，中国信息传播产业的网络环境得到了进一步优化，为网络强国战略的落地实施奠定了坚实基础。……
