摘 要：国家经济技术开发区是国家新型城镇化与国家产业发展的重要载体与平台。“十三五”期间，国家级经济技术开发区在政策优势弱化的背景下，尤其在新型城镇化推进产城融合的背景下，开发区的产业转型与园区的综合转型成为了当前国家级经济技术开发区发展的难题。通过对近10年来已有相关研究成果进行系统梳理与总结，从国家级经济技术开发区转型的影响因素、管理体制、转型动力与模式、开发区与城市的关系以及转型的路径、评价等方面进行回顾。最后，结合当前国家级经济技术开发区转型与升级所面临的新问题以及现有研究成果的不足之处，对未来研究方向进行了展望。

Abstract：National economic and technological development zone is a new type of urbanization and the national industry development carrier and platform. During the period of 13th Five-Year，under the background of new urbanization and promting industrialization-urbanization intergration， It has become the current problem to overall transformation of state-level economic and technological development zone development .Based on related research to review and summarize the research results from the aspects of influence factors of the transformation of national economic and technological development zone， management system， relationship between development zone and city， the transformation pattern and evaluation as well as the transformation of path. Finally， combining with the current new problems of economic and technological development zone transformation and the deficiency of current research results， we prospect the future research direction.

引言

经济技术开发区是我国自深化改革开放以来推动各地经济发展的伟大尝试，国家级经济技术开发区一般作为国家层面推动产业发展的风向标与主引擎，是技术密集型与战略性新兴产业发展的聚合点。孔翔（2013）将开发区定义为政府划定并实行优先鼓励产业发展特殊政策的区域[1]。国务院于2014年发布《国务院办公厅关于促进国家级经济技术开发区转型升级创新发展的若干意见》中要求进一步发挥国家级经济技术开发区的改革试验田与开放排头兵的作用，推动国家级经济开发区的进一步转型与创新发展①。此后在2016年发布《关于完善国家级经济技术开发区考核制度促进创新驱动发展的指导意见》，意见为国家级经济技术开发区的产业转型提出了新的要求；……
