机构知识库在内部知识管理中的应用实践与思考

摘要机构知识库是机构知识基础设施的重要部分。论文从内部知识管理角度出发，通过对国家图书馆立法决策服务机构知识库建设历程的回顾，探讨了建设实践过程中出现的问题，并从强化强制命令手段和改善应用功能两个角度，提出了应对这些问题的思路和方法。

Practice and Thinking on Institutional Repository in Knowledge Management

Abstract Institutional Repository is an important part of institution knowledge infrastructure.Through the practice of Institutional Repository at Legislative Reference Department in National Library of China, this paper studies the Institutional Repository from the perspective of knowledge management and discusses the problems encountered in the process of construction, and proposes methods to cope with them from the angle of strengthening the mandatory means and improving the application function.

0　引言

机构知识库的概念产生于20世纪90年代末，伴随着开放获取运动的兴起而产生。机构知识库自诞生以来一直是国际学术界、出版界、图书情报界研究的热点[1]，也是众多图书馆、研究机构的建设重点。截止2014年9月28日，OpenDOAR（开放存取知识库名录）已收录知识库共2729个，其中中国39个[2]，且呈不断增加趋势。

机构知识库已成为机构知识基础设施的重要部分[3]。目前国内外对机构知识库的研究主要集中在开放获取、传播保存等方面，对机构知识库在机构内部知识挖掘、知识服务等应用方面研究较少。而机构知识库建设的目的不仅仅包括对机构知识资产的管理、保存和传播，也包括对这些知识资产进行分析和深度标引，通过揭示其中蕴含的知识和知识元，促进机构内部知识的深度挖掘，从而帮助机构知识库的用户提升知识能力[4]。
