摘 要：堤防工程施工总体布置，就是根据堤防工程特点和施工条件，研究解决在施工期间所需要的交通道路，房屋，仓库，辅助企业，以及其他施工设施的平面和空间的布置问题，这是施工组织设计的重要组成部分，也是进行施工现场布置的依据。 其目的是合理地组织和使用施工场地，使各项临时设施能够最有效地为施工服务，为保证工程施工质量，组织文明施工，加快施工进度，提高经济效益创造条件。

Abstract： dike construction general layout is based on the dike project characteristics and construction conditions， study and resolve needed during the construction of roads， houses， warehouses， auxiliary enterprises， as well as other construction facilities of plane and space layout problem， which is the constructionorganization an important part of the design， but also the basis for the construction site layout. Its purpose is to rationally organize and use of the construction site， can be the most effective for construction services， in order to ensure the quality of construction， organization civilized construction， speed up the construction progress， improve economic efficiency to create conditions so that all temporary facilities.

1.施工总体布置的原则：

堤防工程是保证河道安全的屏障，河道堤防工程质量的好坏，直接关系到沿河两岸人民的生命财产安全，甚至关系到国家国民经济的发展。在河道堤防工程正式施工之前，施工单位应根据设计要求，工程实际和施工经验，组织有关人员编制河道堤防工程施工组织设计。

编制河道堤防工程施工组织设计的目的，主要是保证堤防工程按设计要求的质量，计划规定的进度，合理地进行工程预算，安全，优质，高效地完成施工任务，施工组织设计贯穿于堤防施工的全过程。在编制施工组织设计中，应遵循科学管理，管理出效益的原则，并结合堤防工程的具体情况，工期要求，工程地质，自然条件等，制度合理的施工方法和切合实际的施工进度计划。

根据工程的规模和复杂程度，必要时还要设计单项工程的施工布置图，对于工期较长，工程组成复杂的堤防工程，一般还要根据各阶段施工的不同特点，分期编制施工布置图。……
