京津冀一体化背景下天津医药产业集群发展研究

目的为了研究天津医药产业集群近年来的发展，为其更好地发展提出对策建议。方法依据高技术产业集群指数评价模型从四个方面构建医药产业评价指标体系，并结合主成分分析法对1998～2014年天津医药产业发展的数据进行分析。结果天津医药产业集群总水平的综合得分从1998年的1.2531下降到了2014年的-4.5921；反映其生产和盈利能力的第一个主成分得分由1998年的4.5124下降到2014年的-9.9719；反映其产业规模和产业发展潜力的第二个主成分得分由1998年的-3.8865上升到2014年的2.8505；反映其产业创新能力的第三个主成分得分由1998年的-3.5676上升到2014年的2.8803；反映政府政策对天津医药产业的支持力度的第四个主成分得分由1998年的-2.3904上升到2014年的-0.0393。结论天津医药产业应进一步扩大产业规模，提升产业集群能力，同时抓住京津冀发展势头，提高相关机构支持力度，从而促进其科学合理的发展。

［Abstract］Objective To research the development of pharmaceutical industry cluster in Tianjin in the recent years as well as to put forward some suggestions for further development.Methods Based on high technology industry cluster index evaluation model，the evaluation index system of pharmaceutical industry was constructed from four aspects.And the data of the development of Tianjin pharmaceutical industry in 1998-2014 were analyzed by principal component analysis.Results The score of the overall level of Tianjin pharmaceutical industry cluster dropped to-4.5921 in 2014 compared with 1.2531 in 1998；the first principal score reflected its production and profitability fell to-9.9719 in 2014 by 4.5124 in 1998；the second score related to industrial scale and industrial development potential rose to 2.8505 in 2014 by-3.8865 in 1998；the third score reflected the industrial innovation capability rose from-3.5676 in 1998 to 2.8803 in 2014；the fourth score reflected government policy support of Tianjin pharmaceutical industry rose to-0.0393 in 2014 from-2.3904 in 1998.Conclusion The industrial scale of Tianjin Pharmaceutical industry should be further expanded，and the industrial cluster's capability should be improved.Furthermore，the momentum of Beijing，Tianjin and Hebei development should be seized，and the support efforts of relevant institutions should be improved as well，so as to promote the development of pharmaceutical industry in Tianjin.

经过几十年的发展，天津医药产业已经初具规模。2014年，天津医药产业年销售收入538.8亿元，利润达64.3亿元［1］。但目前天津医药产业仍存在医药企业分布零散、产品科技含量有待提升等问题。而周边的北京、河北地区有着先进的科研技术、充足的土地和廉价劳动力等资源，可以弥补天津医药产业发展的缺陷，促进其医药产业的进一步发展。……
