摘要：构建3套城乡统筹发展协调度评价指标体系，分别从河北省不同时期的比较、河北省与全国各省市的比较、河北省内部各地市间比较的角度，采用灰色关联度法、综合指数法以及组合评价方法对河北省城乡统筹发展协调度进行综合评价，并进行一致性检验，从而选出城乡统筹发展协调度排名最优评价结果。结果表明，近30年来河北省城乡统筹发展协调度经历了很差、较差、基本统筹、一般统筹4个阶段，呈现出良性发展态势；但是，当前河北省城乡统筹发展协调度与全国相比仍处于较低层次，且其内部各地市间城乡统筹发展协调度不太均衡，邢台、张家口、石家庄分列前三名，秦皇岛、唐山、衡水等位于第二梯队，廊坊、保定、邯郸属于第三层次。

Based on Method of the Coordination Degree of Comprehensive Evaluation on Urban and Rural Harmonious Development in Hebei Province

Abstract： By building three sets of index system for evaluating the development coordination degree of urban and rural， from the angle of different period， comparison between Hebei province and other provinces， comparison between cities of Hebei province， using the grey correlation method， comprehensive index method， and combined evaluation methods， this paper evaluated the coordination degree of urban and rural harmonious development in Hebei province. By consistency check， the optimal evaluation result was obtained. The results show that the coordination degree of urban and rural harmonious development has experienced four stages as： very poor， the poor， basic co-ordination， general co-ordination， Showing a good momentum of development in Hebei province； However， compared with the national， the coordination of urban and rural harmonious development of Hebei province is still at a lower level， and the degree of coordination is not balanced between cities， Xingtai， Shijiazhuang， Zhangjiakou ranked top three， Qinhuangdao， Tangshan， Hengshui arrange in the second echelon， langfang， baoding， handan belongs to the third level.

城鄉统筹发展不是要完全消除城乡差距，而是要解决城乡发展的不协调问题[1]，主要是农村发展相对要滞后于城镇。所以，当前的重点就是要准确把握城乡统筹发展具体水平，以便明确当前农村经济社会发展的劣势，从而做到有的放矢，提出解决“三农问题”的具体对策，更好地提升新农村建设水平，以缩小城乡发展差距，使城乡发展更协调，实现城乡共同繁荣。目前，学界对城乡统筹发展的内涵、目标以及评价指标构建的原则进行了相对深入的研究[1-3]，对城乡统筹发展水平进行综合评价的研究也逐渐增多。……
