摘 要：文章在对图书馆增长的经费与图书馆用户增长的需求矛盾概述的基础上，主要对图书馆资源采购经费最优配置的读者决策采购、联盟集中采购等多种模式进行了实践举例与优劣分析，最后对不同类型、不同规模的图书馆资源采购经费最优配置提出了建议。

Review on Library Practice based on Optimal Allocation of Resource Purchase Expenditure

Abstract First summarizes the contradiction between the increasing demand of libraries 'funding and library users' requirement growing. And then analyzes the practices and advantages and disadvantages of main optimal allocation model， such as reader decision purchase， alliance centralized purchase， etc. At last， it raises several proposals about optimal allocation of resource purchase expenditure with different types and different sizes of library resources.

文献资源是图书馆体现价值、实现服务、健康发展的基础和保障，随着大数据时代的来临和数据密集型科研环境的形成，使得图书馆用户的文献资源利用行为和其对图书馆文献资源需求的种类、内容、存在形态和获取方式等都发生着巨大变化。一方面，纸质资源、数字资源和网络资源等传统的资源并不能满足用户在数据分析、趋势预测等方面的需求，科学数据、开放数据、政府数据等数据型资源成为了图书馆用户所需的新型资源，这对图书馆资源的采购数量、类型都提出了新的要求；另一方面，图书馆传统资源特别是数字资源提供商没有节制的涨价行为以及对新型数据资源的高价格交易，都对图书馆形成了挑战，使得图书馆资源购置经费的增长速度跟不上数字资源提供商的涨价速度。为了将有限的经费进行科学、合理的优化配置，图书馆进行了诸如图书馆联盟采购、读者决策采购等方法和策略，在此基础上取得了一定的成效。
