摘 要：本文对风电建设中存在的问题及风电发展中的质量现状、工程建设监理中对质量控制的认识差距等问题进行了分析探讨，通过对风电发展中一些问题的探讨，对近几年风电工程建设的质量控制工作予以反思和总结，以求进一步提升建设监理的质量控制，促进风电事业健康理性发展。

Abstract： in this paper， the problems existing in the construction of the wind power and wind power in the development of quality present situation， the engineering construction supervision of quality control in the understanding of the problems such as the gap between analyzed， through to the wind power development some problems in the study on the recent years wind power project construction quality control work shall be reflection and summarized， in order to further improve the quality control of construction supervision， and promote the wind business health rational development.

1.目前我国风力发电发展的现状

风力发电作为清洁能源的支柱，在我国“三北”和沿海地区近几年迅速发展，自2005年以来，我国风力发电装机连续翻番，2010年全国风电装机总容量达到4182.7万千瓦，超过了美国，跃居世界第一。到2011年，全国风电装机总容量达65000万千瓦。在风电建设高速发展的同时，速度与质量及效益的关系也突显了出来。2010年几起风电机组倒塌的恶性事故，给突飞猛进发展的风电事业敲响了警钟。 各风力发电场均不同程度有过风机倒塌、风机叶片或主轴断裂、电机着火、齿轮箱损坏、控制失灵、飞车等因制造质量引发的事故。发生脱网事故多起，这些问题的出现，除设备制造质量（主轴和控制系统）、安装调试质量（控制器调试质量）、运行管理水平等方面的问题外，建设期的现场质量管理、施工设计不合理造成设备损坏脱网等问题也不同程度存在。同时电网对风电消纳的技术问题，电网和电源深层次的管理体制制约也是建设健康风电的一个主要影响因素， 这些因素致使2011年全国风机发电量仅有800亿千瓦时，年千瓦小时利用率远低于规划设计的预期目标。……
