摘 要：建筑施工企业与发包单位 （业主）签订了施工承包合同后，建筑施工企业对所承包的工程项目进行全过程的管理，具体体现在：投标阶段、工程施工阶段、结算阶段、成本核算阶段。在这一全过程中，如何科学管理达到低成本、快速度、高质量让业主满意的工程，就必须发挥造价管理工作的作用，根据工程实践经验，就必须针对所施工的工程的特点，以造价工作为龙头，采取措施保障得力、组织管理严密，造价工作的全过程管理与控制，是做好项目成本控制的有力保障，本文从上述几个阶段的不同工作入手，详细分析造价在全过程各阶段的内容与标准，提出成本与造价控制的办法，以期达到降低工程成本之目的。

工程造价管理工作是施工企业科学管理方法的一项重要内容，造价管理工作的实施是施工企业获得经济效益的重要途径之一。施工企业的最终目的，是实现工程项目的利润最大化，提高企业的资本积累，确保企业经济健康、持久的运转。本人结合实际工作经验，从以下几个方面对施工企业在工程造价管理方面的工作进行讨论：

1.投标工作

随着招投标市场的逐步完善，施工企业在面临更多机遇的同时，也对企业内部的投标工作提出更高的要求。尤其是市政工程项目，政府资本金投入的工程占绝大多数，因此，必须通过招投标市场进行竞标，从企业资质、投标报价、工程业绩等各方面进行择优选择。……
