摘 要：集装箱军事运输管理体制建设，是集装箱军事运输健康、有序、快速发展的基础。文章在详细分析集装箱军事运输管理体制建立的重要性和必要性基础上，构想了我军集装箱军事运输管理体制，提出了加快集装箱军事运输管理体制建设的几点建议。

Abstract： The construction of the management system of military container transportation， which is the bases for fast， sound and systematic development of military container transportation. Based on the detailed analysis of the importance and the necessity of the management system of military container transportation， the paper conceives our military management system of military container transportation， and puts forward some suggestions on accelerating the construction of military management system of military container transportation.

集装箱军事运输是一个庞杂的系统工程，如没有与之相适应的管理体制，就无法保证集装箱运输工作的健康有序发展。而目前，我军尚未建立系统的集装箱运输管理体制。因此，为使我军集装箱军事运输在军事运输体系中合理、规范运行，需建立一个反应快速、机动灵活、协调方便、指挥顺畅的管理体制。

1 集装箱军事运输管理体制建立的重要性

1.1 只有建立集装箱运输管理体制，才能满足多式联运的现实需求

集装箱军事运输是以集装箱、托盘等为外包装的运输流通工具，可在全军、全国乃至全球各地实施军用物资的输送，集装工具流动范围广，距离远，通常要经过铁路、水路、公路、航空等多式联运，运输方式转换频繁，中转站多。在这样的运输环境下，如没有一套合理的管理体制，协同多种运输方式之间的关系，将会出现集装器具周转不畅、积压、损坏、丢失等现象，严重影响集装箱军事运输工作的有序开展[1]。
