摘 要：河北省公路工程技术标准体系是指导公路标准化施工的纲领性文件，为了提高其实用性和可靠性，通过大量调研，结合河北省的气候、地理等特点，编制了基础勘测类、路线设计类、路基类、路面类、桥涵隧道类、交通工程类、交通安全类、环境保护类等八个方面针对河北特点的公路工程技术标准适应性的分析调查问卷，把调研数据借助计算机技术，采用因子分析法对问卷信度进行Cronbach's Alpha分析、并进行效度KMO检验分析，得到了公共因子方差和公共因子的累积方差贡献率，表明调研问卷可靠且质量较高，为河北省地方标准体系的构建提供理论支撑。

Abstract： Technical standard system of highway engineering in Hebei province is the programmatic document to guide the construction of standard highway. In order to improve its practicability and reliability， an analysis and questionnaire survey on the adaptability of highway engineering technical standards was compiled on eight aspects， including basic survey， route design， roadbed， road surface， bridge and culvert tunnel， on the basis of lots of researches and the combination of the climate characteristics and geography characteristics in Hebei Province. With the help of computer technology using factor analysis method to analyze the research data and the reliability of the questionnaire， that is the Cronbach's Alpha analysis， then carry out KMO test analysis for validity. The cumulative variance contribution rate of the common factor and was obtained， which indicates that the questionnaire is reliable and of high quality， providing a theoretical support for the construction of local standard system in Hebei province.

0 引 言

根据《中华人民共和国标准化法》和《中华人民共和国标准化实施条例》有关规定，对没有国家标准和行业标准而又需要在省、自治区、直辖市范围内统一的，可制定地方标准。为改进河北省交通状况，增强标准规范对河北省公路建设的针对性和指导作用，现结合河北省的区域特点和建设需求，制定调查问卷，通过对问卷的分析处理，对现有的行业标准规范提出针对性意见和建议，并提出河北省地方标准编制的意见，以制定和完善河北省的公路建设地方标准体系[1-2]。

1 问卷制定与发放

根据河北省高原、山地、丘陵、盆地、平原类型齐全。冬日寒冷少雪，春日干燥，风沙盛行以及承德、张家口部分地区冻融，保定多山，多沿海地区等特点，从基础勘测类、路线设计类、路基类、路面类、桥涵隧道类、交通工程类、交通安全类、环境保护类八个方面编制了具有针对河北特点的公路工程技术标准适应性的分析调查问卷。……
