摘 要：针对应急物流具有不确定性、弱经济性等特点，提出一种基于证据推理方法的应急物流绩效评估模型。该方法利用专家给出的评价信息构造置信规则库，在确定下层指标基本概率分配函数的基础上，通过多次融合评价指标的证据信息来确定应急物流绩效水平所属等级，有效解决了其绩效评价过程中部分指标评价信息不完全甚至没有任何评估信息的情形。给出一个荆江防洪配送应急资源实例，证实了将证据推理方法引入到应急物流绩效评价是可行和有效的。

Abstract： Considering emergency logistics with uncertainty and weak economy， this paper proposes a model of emergency logistics performance evaluation based on evidential reasoning. In the approach， the belief-rule base is constructed by evaluation information from experts. Based on the assignment of the basic probability assignment function of the lower-level indexes， the evaluation evidence information is multiple fused to confirm the level of emergency logistics performance. In the performance evaluation process， the treatment effectively deals with the issues that the indexes have incomplete information， and even without any assessment information. The effectiveness and practicability of the emergency logistics performance evaluation approach based on evidential reasoning are confirmed with a case study of emergency resources distribution in Jingjiang flood control.

0 引 言

应急物流是指为了有效应对突发事件，相关政企部门或单位对人员、物资和资金等应急资源的不确定性需求进行紧急性保障而形成的特殊物流活动[1]。作为应急管理中必不可少的内容和环节，应急物流在突发事件应对过程中具有举足轻重的作用，其运转效率的高低不仅牵涉到应急管理其他工作是否能够协调、有序的展开，更直接关乎到社会经济秩序的稳定。近年来，随着突发事件的频繁发生，建立健全应急物流系统已显得刻不容缓。目前，我国在应急物流系统建设方面已有了一定的进展和成果，但是如果在建立应急物流系统的同时，实时进行应急物流绩效评价，通过找出并修正其运作的薄弱环节，从而不断完善应急物流系统的建设，这对于保障人民生命财产安全、提升政府应急处置能力无疑具有十分重要的意义。……
