【摘要】公众参与在环境保护和治理中作用重大。美国的公众参与是通过参加环保组织开展的，这在20世纪60-70年代表现得尤为明显。60-70年代美国非政府环保组织如雨后春笋般涌现，他们对推动环保立法起了巨大的推动作用。本文将介绍20世纪60-70年代非政府环保组织的基本概况，探索其在这一时期快速发展的原因，分析其对政府环保立法的推动作用，借以为我国的环保事业提供某种历史借鉴作用。

【Abstract】public participation plays an important role in environment protection and governance. The enterprise of environment protection and governance in any country can not succeed without participation and support of the public. American people participate in environment protection through joining nongovernmental environment organizations， which is a prominent phenomenon in 60-70s of twenties century. During this period， environmental organizations sprung up and pushed the government to enact a series laws on environment protection. This paper will give a brief introduction to these organizations， explore the causes for their rapid development and analyze their promotive role in environment legislation， in a hope to provide some reference for the environment protection in China.

20世纪60-70年代是美国的社会大变革时代。这个时期非政府环保组织活跃在历史的舞台，在整个六十年代美国新成立了3200多个环保组织。他们的快速发展与当时的经济发展、生活质量和教育水平的提高、公众观念的改变以及社会运动的推动有密切联系。这些环保组织，如塞拉俱乐部、奥杜邦协会、荒野协会、绿色和平组织，积极宣传生态思想，传达公众心声，推动环保立法。在这一时期美国出台了上百部环保法律法规，形成了较为健全的环境法律体系，成为世界各国环境法的典范。

一、20世纪60-70年代非政府环保组织迅速发展的原因

在20世纪60-70年代，环保组织的活动空前活跃。这与“战后生活与教育水平的提高、公众的观念变化和社会运动的推动有密切关系”。

首先，在后凯恩斯主义的政策下，美国经济迅猛发展，生活水平明显提高，“60年代的美国经济保持了长达106个月的持续增长，成为战后美国经济发展最快的时期”。……
