摘 要：伴随着中国“一带一路”战略的积极实施，中国与周边国家的政治经济关系提升到了新的高度。中国作为该战略的倡议国及主导国，为紧密丝路沿线国家关系、提升丝路战略的国际地位，采取了许多务实措施。中国与蒙古国山水相依、互动频繁，在经贸发展、人文交流、跨境合作等方面取得了显著成绩。然而，随着两国经贸往来的加强，提升两国的贸易投资便利化水平便显得尤为重要。作者曾经整体评估过中蒙两国的贸易投资便利化水平，文章则着重分析提升两国便利化水平的战略措施，就影响中蒙贸易投资便利化的制约因素和障碍，在制度安排、功能合作、“中蒙贸易通道”建设、口岸建设、海关合作等角度提出总体对策建议。

Abstract： With a positive Chinese policy“one belt and road”， China has raised its relationship with peripheral countries to a new height. China， as a leading role who advocates the policy， has taken several feasible measures in order to build closer relationship with countries along the silk road. China borders on Mongolia， and interacts frequently with Mongolia. At present， the two countries have achieved remarkable results on the economic and trade development， cultural and educational exchanges， and cross-border cooperation. However， it becomes more and more important to grow trade and investment facilitation between the two countries with their increasingly strengthening economic and trade cooperation. The writer used to assess the level of the trade and investment facilitation of China and Mongolia in the another paper， so， in this paper focused on proposing the strategic measures in terms of the reliable data on the world economic forum and the combination of practice between the two countries. Meanwhile， the paper offers overall proposals and strategies on the restricting elements and obstacles affecting the trade and investment facilitation of China and Mongolia from the perspectives of institutional arrangement， functional cooperation， the establishment of the overland trading channels， the construction of boarder ports， and the customs cooperation between two countries.

贸易投资便利化就是对国际贸易投资制度、程序和规范的简化与协调，通过简化贸易程序、提高政策管理和手续办理的透明度、基础设施的标准化建设，协调相关标准与规定等，为国际贸易投资活动创造良好环境。贸易便利化对于进出口贸易商而言，可以减少物流延误、快速通关、降低交易费用、提高竞争力；对于政府而言，通过提升政策制度的透明度，资源更优利用，可获得更高的经济绩效、提高收入。
