摘 要：基于对珠海市政府、珠海港口协会和珠海港口企业的调研，构建珠海港发展海铁联运的影响因素指标体系，运用因子分析法，选取了珠海GDP、外贸进出口总额、铁路吞吐量、港口吞吐量、港口吞吐能力、全港建设投资、货物通过能力、铁路投资、政府补贴、铁路运费、信息化建设11个指标，客观分析珠海港发展海铁联运的诸多影响因素，得出建设初期，影响珠海港发展海铁联运的因素主要有珠海GDP、珠海港吞吐量、珠海港配套设施、铁路建设和政府补贴。结合目前国家“一带一路”的发展战略，提出当前发展珠海港海铁联运主要通过加大信息化服务建设、优化铁路运费等提高企业服务的软实力。文章的研究为珠海港海铁联运的投资发展提供了理论依据，为“一带一路”战略的全面实施提供有力保障。

Abstract： Based on the survey of Zhuhai government， Zhuhai port association and enterprises of Zhuhai port， we build the indicator system for influence factors of development of sea-railway intermodal transportation of Zhuhai port. Eleven indices are chosen through factor analysis， namely， GDP of Zhuhai， total volume of import and export trade， railway throughput， port throughput， port throughput capacity， port construction investment， cargo handling capacity， railway investment， government subsidy， railway freight and informatization construction. At the initial stage of construction of Zhuhai port， the factors influencing the development of sea-railway intermodal transportation are GDP of Zhuhai， port throughput， port facilities， railway construction and government subsidy. Under the general context of“one belt and one road”strategy， we believe that to improve the soft power of the enterprises， the informatization construction and optimization of railway freight should be enhanced. Our research provides theoretical reference for the investment and development of sea-railway intermodal transportation of Zhuhai port and guarantee for the implementation of “one road and one belt”strategy.

0 引 言

在国家“一带一路”战略背景下，2015年6月3日广东省在全国率先出台了《广东省参与建设“一带一路“的实施方案》，其中，珠海市在21世纪海上丝绸之路建设中已抢占先机。珠海已与巴基斯坦瓜达尔市签署了加强友好交流与合作的备忘录，与贵州省合作建设贯通国家大西南区的贵州国际陆港，重点将珠海港建设成为海上通道重要支点。

海铁联运是珠海港集疏运的重要方式之一，发展海铁联运将有助于节约物流成本、拓展珠海港的经济腹地，从而直接影响珠海港的吞吐量和珠海市经济发展。……
