摘要：【目的】全面測度、評价甘肃省各市（州）中药材产业竞争力水平，为中药材产业区域优化布局与持续发展的宏观管理提供理论依据。【方法】从产业环境、资源禀赋、产出水平和加工能力4个维度构建中药材产业竞争力评价指标体系，运用因子分析法对甘肃省13个市（州）中药材产业竞争力水平进行测度，并提出提升中药材产业竞争力的对策建议。【结果】生产能力是影响甘肃省中药材产业竞争力的主要因子；要素禀赋是各区域中药材产业发展的基础条件，也是竞争力提升的关键限制因子；中药材加工企业数量有限、加工能力相对较低制约了甘肃省中药材产业整体竞争力的提升；发展能力因子总体得分偏低，表明甘肃省中药材产区的总体发展能力有待进一步提高。【建议】摸清中药材产业发展“家底”，发挥区域优势，优化产业区域规划与布局；推动产业组织创新，加快经营方式转变，促进产业转型；实施内生式孕育与外生式推动相结合促进产业竞争力提升；增强甘肃省整体研究机构科研实力，全面提升中药材加工转化能力。

Abstract：【Objective】The present study was conducted to estimate competitiveness of Chinese herbal medicine industry in different cities（states） in Gansu province， China， in order to theoretical basis for region optimization and sustainable development of Chinese herbal medicine industry. 【Method】The evaluation index system for competitiveness of Chinese herbal medicine industry was constructed from four points viz.， industrial environment， resource endowment， output level and processing capacity. The competitiveness of Chinese herbal medicine industry in 13 cities（states） of Gansu province was determined by factor analysis method. 【Result】The results showed that， the productive capacity was the main factor affecting the competitiveness of Chinese herbal medicine industry. The factor endowment was the basis of Chinese herbal medicine industry in most cities（states） development， and also the key limiting factor of improving competitiveness. The less herb processing enterprises and low processing capacity had become two limiting factors of improving whole competitiveness of Chinese herbal medicine in Gansu. Furthermore， the overall development ability score was low， indicating that the overall development ability of Chinese herbal medicine in Gansu needed to be further enhanced. 【Suggestion】Based on existing problems， the relevant suggestions would be put forward， which include getting a clear picture of developmental situation of Chinese herbal medicine industry and taking regional advantage to optimize industrial area planning and layout， promoting innovation of industrial organization and speeding up transformation of management mode to enhance the competitiveness and value， implementing combination of endogenous development and exogenous impetus to promote industrial development， strengthening overall scientific research strength in Gansu province to improve transforming ability of Chinese herbal medicine.
