摘要：智慧城市建设技术上已不是问题，更多的是在设计城市治理创新社会管理应用方面存在误区。智慧城市兴市路径并不高深，无须以巨量投资为前提，政府城市治理务实智慧开发，城市就可取得发展支撑永续动力。通过对智慧城市发展进行分析。提出了政府定位、推动技术、商业模式等智慧城市务实兴市的建议。

An analysis about the construction of smart cities pragmatic path

Abstract：On the technology the construction of smart cities is not a problem yet，even more it exists the wrong regions on which are about the design of urban governance and the innovation of social management application.The path of revitalizing of the smart cities is not advanced，its not necessary to invest on the premise of jillion. The urban governanc of the government is practical and ？intelligent exploitation ，the cities will get the developing and supporting sustainable power.It gave some advice of smart cities revitalizing pragmatic on the government positioning， driving technology and the business model etc， through the analysis of the development of smart cities.

一、国内智慧城市建设的兴起

国内外的经济形势发展要求尽可能的扩大基础设施、新兴产业领域投资和启动内需，但今年以保经济增长稳定为目的投资拉动中，经历前几轮的连年大规模投资刺激后，传统投资拉动项目的边际效益正在迅速下降，投资拉动成效仅为当前经济应急处置策略，不具有可持续性，金融货币、财政手段工具频繁出台，成效不断降低，公共财政不堪重负。

由此可见，简单投资拉动不是长期可持续发展持续之计，因此，新四化中走新型城镇化道路是党中央、国务院加快经济转型创新发展，以制度创新推动创业创新，集全民智慧实现新经济模式形成、促进我国经济持续健康发展的重要战略部署，将集约、低碳、生态、智慧、绿色等先进理念融合到城镇化的具体过程中是当前新型城镇化建设目标。 现代城市管理要积极探索新型城镇化实现发展模式、路径，房地产简单水泥构筑不成现代城市，当前非一线城市在房地产发展失速后无助困境，城市发展模式只有政府创新治理制度体系、能力，创新技术手段，以软环境优化才能提升城市治理能力和服务水平、服务民生，让城市生活更美好。……
