摘要： 建筑工程的预算管理是保证工程质量和按期完成的重要工作，其预算的准确性直接对工程的招标、施工的顺利开展有着直接的影响。预算工作也是投资者进行利润估计的重要依据，因此，做好建筑工程的预算工作是工程顺利开展和进行到竣工的前提条件。本文从建筑工程的预算工作中的现状及存在的问题作出分析，探讨具体工作中的改进措施，从而形成系统有效的全面预算管理体系，为建筑行业的发展提供帮助和参考。

Abstract： The budget management of construction engineering is an important work to guarantee the quality and finish of the engineering， the accuracy of its budget is directly related to the project bidding， smoothly development of the engineering. The budget is also an important basis for the investor toestimate profit. So， do a good job for the budget is the premise condition for the smooth construction engineering and completion. This paper analyzes the present situation and existing problems of the construction engineering budget， explores the specific improvement measures in the work to form effective comprehensive budget management system and offer help and reference for the development of construction industry.

0 引言

通常来说，建筑工程的整个过程可以分为决策、设计、施工三个阶段。而预算工作则是三个阶段的前提和依据，是工程进行之前的首要工作。任何一项工程在决策以前都要对工程的投入进行预算和分析，然后再根据预算的结果进行工程的设计，在施工阶段依据预算和设计对具体施工环节进行管理，从而在达到施工质量要求的前提下，最大程度与预算投入相吻合。在保质保量完成工程的前提下，最大程度地保障投资者的利益。

由于管理体系尚不健全，设计单位、建设部门、施工单位、银行机构、行政机关之间尚未建立一套完整、统一的信息交互渠道，导致一些部门之间存在信息孤岛的现象，彼此之间在预算程序上缺少良性的交流和互动。建立一套完善的全面预算管理体系，对于规范建筑企业的财务行为，提高企业的综合管理意识能够起到积极的作用，同时能有效激发预算管理人员的工作热情，促进预算管理方法的更新以及工作技能的提升。……
