【摘要】施工管理是建筑企业根据经营发展战略，按照企业运行规律，通过优化配置和动态管理，实现工程经济效益和社会效益。建筑工程项目是展示建筑企业形象的窗口，培养企业管理人才、企业经济效益的源泉。为了向顾客提供产品，实现经济效益和社会效益目标。施工企业组建分级管理机构。在施工管理和资金管理方面取得了明显的成果，但也存在不少问题。对此提出了更加严格的要求，需要总结经验，进行管理创新，深化施工管理体制改革。

【Abstract】Construction management constructs the enterprise basis management developmental strategy， according to the enterprise operating law， through the optimized disposition and the dynamic management， realizes the engineering economy benefit and the social efficiency. The architectural engineering project is demonstrated that the construction enterprise image the window， trains the enterprise management talent， the business economic benefit fountainhead. To provide the product to the customer， realizes the economic efficiency and the social efficiency goal. The construction enterprise sets up the level-to-level administration organization. Has made the obvious progress in construction management and the administration of the fund aspect， but also has many problems. Regarding this proposed a stricter request， needs the lessons learned， carries on the management innovation， the deepened construction management organizational reform.

随着建筑市场竞争的日趋激烈，企业要想做大做强，必须扩大自己的市场份额，抓住每一个契机，必须要通过技术创新，以质量赢得市场；向业主提供产品和服务，不断扩大市场的占有率，获得健康的发展。必须与时俱进，不断创新，结合本公司实际，如何才能抓好企业的工程管理创新和技术创新工作，笔者认为应从以下几个方面着手：

1. 技术创新存在的问题

我国施工企业制度的改革逐步深化，取得了一定的进展，但还未形成一个完善的技术创新的有效机制。建筑施工企业存在技术创新与生产脱节的问题。由于市场的不完善，重经营轻技术，搞技术人员的待遇和工作条件得不到应有的改善，使一些人另谋职业。创新资金投入不足。科技投入量不够，制约了技术进步，产业升级滞缓。

2. 加大创新的力度和投入
