【摘要】建筑工程施工安全制约因素多，安全管理难度大，严重制约了建筑工程施工安全形势的好转。本文从分析制约建筑施工安全管理因素分析出发，分析、提取了建筑施工安全管理关键因素，提出以安全管理体系组织构为核心、安全管理体系岗位为手段、安全管理体系制度为依据、安全目标考核制度为保障的建筑工程施工安全管理体系，确保了建筑工程施工人、财、物的投入，保障了建筑工程施工安全管理的有效性。

【Abstract】There are many factors that constraint the safety of construction. So， the security management is difficult. Then the factors severely restricted the construction safety situation for the better. Based on the analysis of constraintfactors to construction project safety management， this paper analysis， and extractthe key factors in building construction safety management. Then， put forward to construction safety management system， whichorganization for security management system iscore， position of the safety management system is means， safety management system is accordance， and， safety target assessment system is protection. The safety management system ensures the investment of staff， construction and finance， and guarantees the effectiveness of the construction safety management.

1. 前言

（1）2004 年至 2012 年近十年来，建筑业总产值从29021.45亿元逐步增加到137217.86 亿元，国内生产总值中建筑业的比重也不断升高，由5.43%逐步增加到6.84%[1]。尽管我国建筑行业安全形势整体逐年变好，万人死亡率由1957年的1.67下降到2012年的0.59%，但由于建筑业从业人数众多，每年建筑业事故发生起数及伤亡人数比重较大，如，2014年，全国共发生房屋市政工程生产安全事故522起、死亡648人，安全形势依然严峻。

（2）目前，针对建筑施工安全事故的频繁发生的现状，国家和建设部门颁布、制定了一系列相关的规章制度，扭转了建筑施工安全不利局面，但在进行具体施工操作时施工单位由于缺乏相应的安全管理体系，致使相关的标准规定没有严格遵照执行，安全管理不完善[2]，建筑工程施工安全事故频发，因此，有必要开展建筑工程施工安全管理体系构建研究，为建筑工程施工安全提供保障。
