贫困地区农村中小学校体育活动保障现状与对策研究

摘 要：通过问卷调查法、访谈法、数理统计法以及网络邮件和通讯回访法对地处贫困地区农村中小学校“学校体育活动”现状进行调查，描述分析了相关各层次人员的认知水平，体育课保障现状，课外学校体育活动保障现状。在此基础上，提出保障农牧区“学校体育活动”的建议与对策，即加大宣传力度，树立正确的健康观；因地制宜开展课外体育活动；发掘和利用少数民族传统体育资源，活化“学校体育活动”；积极探索特殊环境下课外学校体育活动开展模式。

Abstract:Through questionnaire investigation, interview method, mathematical statistics method, and method of web mail and communication review is located in poverty areas of rural primary and secondary schools school sports present situation investigation, describes the analysis of the cognitive level of the relevant personnel at all levels, physical education, guarantee the status quo, school sports activities to ensure the status quo. On this basis, put forward the suggestion that “school sports” safeguard farmers and herdsmen and countermeasures, and expand the propaganda, set up the correct health perspectives; Adjust measures to local conditions to develop extracurricular sports activities; Discover and use of traditional minority national sports resources, the activation “school sports”; Active exploration in the school sports activities under the special environment model.

一直以来，国家都非常重视青少年的体质健康状况，尤其是在2007年《中共中央、国务院关于加强青少年体育增强青少年体质的意见》[1]简称7号文件更为关注，这是建国以来第一次以中央的名义要求重视青少年体质健康状况，由此可见提高青少年体质健康水平是各级各类教育部门和学校必须要重视的问题，也是各地中小学校重要的教学任务之一。

贫困地区农村中小学校，由于特殊的地域环境造成了交通不便，信息闭塞，经济落后，教育资源短缺的客观现实，因而无论多么利好的政策，但对于这些地区所发挥的作用有限，都需要从实际情况出发，因地制宜，寻求符合当地实际现状的解决对策，因此有必要对此区域进行调查了解，并在此基础上探寻出真正能够提高该区域中小学生体质健康水平的可行之路。……
