摘要：通过对江西棉区3个县的6个乡（镇、场）共60户跟踪调查数据的分析。结果表明：2016年江西棉区棉花意向种植面积比上年减少20.9%，粮棉比价低、农村劳动力结构变化、地理位置差异、土地流转和改种其他作物是造成植棉面积下滑的主要原因，因而提出稳定棉花收购价格、发展新型植棉技术，扶持棉花种植大户或棉花专业生产合作社等稳定江西棉区棉花生产的措施与建议。旨在稳定江西棉花生产，确保区域内原棉供给平衡。

Abstract： Through the analysis of the track to 60 farmers of Jiangxi cotton area in 6 towns of three counties. The results showed that： The cotton planting intention area of Jiangxi cotton area in 2016 would decline by 20.9% than last year， the main cause was that the ratio of grain and cotton price was low， the rural labor force structure had changed， the geographical position had differences， the land circulation and the switch of cultivating other crops， So putting forward measures and suggestions to stabilize the cotton production in Jiangxi province： stable cotton purchase price， development of new cotton planting technology， supporting the farmers who planting a lot of cotton or cotton professional production cooperatives. The aim is to stabilise the cotton production and ensure the raw cotton supply balance in Jiangxi.

0 引言

环鄱阳湖区植棉历史悠久，历来就是江西省的重点产棉区。江西省鄱阳湖生态经济区已列为国家战略。2009年12月江西省召开的经济工作会议提出：要大力推进鄱阳湖生态经济区建设，加快经济发展方式转变。在鄱阳湖区的3个地市15个县（市、区）中，除南昌县外，有14个县（市、区）从事棉花生产，平均每年棉花种植面积在60000 hm2左右，皮棉单产高于江西省平均值，是江西省棉花的优势产区[1-3]。然而在2010年之后，由于各种原因，棉花种植面积开始下滑，2015年之后下滑急剧。

江西省棉花研究所 （国家棉花产业技术体系鄱阳湖综合试验站的依托单位）从2001年起至今，一直承担了中国农业科学院棉花研究所下达的江西棉区信息采集任务。作者通过在位于鄱阳湖主产棉区的彭泽、九江和都昌县等监测点的农户进行连续监测，并且参考毛树春研究员撰写的中国棉花景气报告，根据棉情监测信息结果，对影响江西省棉花种植面积下滑的原因进行了分析与思考，并提出了相应的措施和建议。……
