选择式目标管理在医院医保管理中的应用

选择式目标管理是目标管理的重要模式之一，而选择式目标管理的关键又是逐级选择与分解目标，并有序实施监控和适当的指导。在医疗改革逐步实施的过程中，将选择式目标管理模式应用于医院医保管理中，将对医院科学发展具有非常重要的意义。同时在医院医保管理中，应用选择式目标管理，可促使医院医保管理更加具有科学性和规范性。该文系选择式目标管理在医院医保管理中的应用进行论述。

［Abstract］The selective target management is one of the important models of target management，but the key of the selective target management is selection stage-by-stage and target decomposition，orderly monitoring implementation and appropriate guidance.The application of selective target management model in the hospital medical insurance management in the course of the gradual implementation of medical reform will be of very important significance to the scientific development of hospitals.At the same time，the application of selective target management can promote the hospital medical insurance management more scientific and normative.The paper discusses the application of selective target management in the hospital medical insurance management.

目标管理（Management by Objective，简称MBO）是一种科学的管理方法。这种管理理念最初出现在《管理实践》中，其关键点体现在重视管理行为的最终结果，而不是行为的过程。在管理的过程中非常重视以人为中心，肯定人的主观能动性。在经济持续发展的过程中，目标管理模式广泛应用于企业管理。目标管理实施的步骤主要分为设置目标、实现目标过程的管理、测定和评价成果三个阶段。目标式管理作为一种先进的管理理念，随着其应用范围的扩大，目标管理开始逐渐应用于医院医保管理中。

1　医院医保管理的现状

首先，医保费用增长速度逐步加快。除就医患者数量增加因素外，随着人口平均寿命的延长，人口老龄化的现象加剧，因此，在就医患者中，老年患者数量逐年增加。……
