鞍山市基层疾病预防控制体系建设情况调查

【摘要】疾病预防控制体系建设与人民身体健康和生命安全密切相关，由于党和国家高度重视疾病预防控制体系建设，因此各级基层疾病预防控制体系建设得到了长足的发展。为深入了解基层疾病预防控制体系建设成效，发现疾控体系建设存在的问题，对辽宁鞍山市各县(市)区基层疾病预防控制体系建设情况开展调查研究，并对调查结果进行汇总分析。

【Abstract】The construction of disease prevention and control system is so closely connected with people’s health and life safety that our party and government pay great attention to the construction. The construction of primary disease prevention and control system at all levels has been developed considerably. To acquaint the efficiency of the construction of primary disease prevention and control system and discover the problems in the construction, the investigation and research of the construction of primary disease prevention and control system in Anshan has been carried out and the result has been analyzed.

根据《中共中央、国务院关于卫生改革与发展的决定》精神，卫生部于2001年印发《关于疾病预防控制体制改革的指导意见》，指导意见在相当程度上推动了疾病预防控制体系的改革，为人民健康水平的提高起到了积极作用。但随着社会发展和经济转型，特别是2003年SARS暴发流行，我国疾病预防控制服务体系的弊端逐渐呈现，暴露出对传染病暴发流行的监测、预警能力较弱，疫情信息报告、通报渠道不畅，医疗机构对传染病人的救治能力、医院内交叉感染控制能力薄弱，疾病预防控制的财政保障不足等一系列问题。为此，卫生部于2005年1月5日发布40号部长令《关于疾病预防控制体系建设的若干规定》。40号令在指导意见的基础上进行了较大的补充和完善，增加了总则、疾病预防控制机构与人员管理、城乡基层疾病预防控制网络及保障措施4部分内容，对各级疾控体系建设起到了积极的推动作用[1]。……
