对医药科技政策实施效果的DEA评估及研究

摘要：各个国家都在积极推行基于政府科技政策的医药行业科技规划发展战略，我国也希望产业政策的出台可以促进医药创新。本文采用数据包络分析(DEA)评估法对我国2006~2011年医药科技政策的实施效果进行分析研究，指出目前我国医药产业已具备一定创新基础，并通过对发达国家医药科技政策的分析比较，得出对我国今后医药科技政策制定和实施的建议。

Abstract：Each country is pushing the pharmaceutical industry planning and development strategy based on science and technology policy actively，China also hope industrial policy can promote pharmaceutical innovation.The article used DEA evaluation method to analyze the effectiveness of Chinese pharmaceutical science and technology policy from 2006 to 2011，presented that at present the pharmaceutical industry had a certain innovation base.And it concluded the suggestions of China pharmaceutical science and technology policy decision and implementation through the comparison of pharmaceutical science and technology policy in the developed countries.

1背景阐述

1.1科技政策的含义科技政策是国家公共政策的一个分支，其通过对科技活动的投入、运作、产出、转化等进行引导、干预和控制[1]。从狭义的角度看，政府科技政策一般包括两方面：在财政资金激励上的政策，如税收减免政策、政府采购政策、科技项目计划等，通过政府的财政科技资金来激励企业加大其自身的科技投入；在政策法规支持上的政策，如建立高新技术开发区、制定专利法等，为企业营造一个良好的创新环境和条件，利于企业进行技术创新活动[2]。本研究所要讨论的对象主要涉及政府在财政资金激励和政策法规支持两方面对医药企业的扶持效果。……
