【摘 要】阐述了社会环境检测机构产生的背景，分析了现阶段社会环境检测机构的发展现状及存在问题，探讨了社会环境检测机构的质量监管思路，提出在确立监测市场准入制度、建立检测服务质量监管与评价机制、监测行业自律机制及社会环境检测机构信息化管理服务平台等方面提高社会环境检测机构的质量监管水平，推动社会环境监测市场健康发展。

【Abstract】This paper expounds the generated background of social environment testing organizations， then analysis the development status and problems of the social environment testing organizations. Also we discussed its quality supervision， including the establishment of monitoring market access system， testing the quality of the service supervision and evaluation mechanism， industry self-monitoring mechanism， social service information management platform. Meanwhile， we improved that the quality of the regulatory level of social environmental testing organizations would make them serve better and become a beneficial supplement to public environmental monitoring departments.

随着社会经济的快速发展和环境管理要求的不断提高，环境监测领域进一步拓展，业务量大幅增加，环保部门监测力量相对不足的问题日益突出。一些社会环境检测机构以不同方式进入环境监测市场，与此同时，国家有关环保法律法规对社会环境检测机构的管理要求还不明确，由于缺乏监管，社会检测机构监测数据质量得不到保证。因此制定切实可行的监管机制，规范社会检测机构在环境监测领域的检测行为，是环境保护部门亟需思考和解决的问题。

1 社会环境检测机构的产生背景

1.1 环境监测事业单位改革促进社会环境检测机构产生

我国现行的环保监测体系，始建于20世纪80年代，当时从国家、省（自治区、直辖市）到区、县都纷纷设立环境监测站，形成了环境监测点多面广的格局。2011年3月《中共中央国务院关于分类进行事业单位改革的指导意见》对划分现有事业单位类别也做出了明确规定：在清理规范基础上，按照社会功能将现有事业单位划分为承担行政职能、从事生产经营活动和从事公益服务三个类别[1]。……
