【摘要】新时期下，随着我国公路建设的迅猛发展，监理事业也取得了进步和发展，不仅在公路建设中发挥了不可替代的积极作用，而且创造了良好的社会效益和经济效益。然而.在公路工程监理实践过程中，也暴露出诸多的监理问题，从一定程度上影响着我国公路工程监理的稳定和发展。基于此，本文基于工程建设监理的简要分析，指出了当前我国公路工程监理存在的主要问题，并且提出了完善公路项目建设监理事业发展的有效对策，旨在促进我国公路项目建设监理工作良性发展。

Abstract： With the rapid development of highway construction in China， the supervision industry has made progress and development， not only plays an irreplaceable role in the construction of the highway， but also created a good social and economic benefits. However， in the practice of highway engineering supervision， there are a lot of problems， which will affect the stability and development of highway engineering supervision in China. Based on this， this paper analyzes the main problems existing in highway engineering supervision in China， and puts forward the effective countermeasures to improve the development of highway project construction supervision.

公路工程建設是国家一项重要的基础建设，为保证公路工程的质量，一般采用"企业自检、社会监理、政府监督"的质量保证管理模式，其中社会监理是这一体系的重要组成部分。本文通过公路工程监理实践，探讨公路工程监理的内涵、过程和实质。

一、公路工程监理的概述和意义

所谓的公路工程监理工作实际上就是指公路工程的建设单位委托社会上的具有相应资质的监理机构管理整个建设工程项目，并且这一监理机构还能代表建设单位来监督和管理施工单位的各项作业情况。而我国当前阶段的公路工程监理工作实际上就是对整个施工过程中进行规划、协调和控制的过程，监理员应时刻都在施工现场，应能够全面的掌握整个施工进程，同时对于施工中的每一个环节也要掌握其……
