摘要：本研究对目前平原县奶牛养殖专业合作社的发展现状、管理方式以及未来奶牛专业合作社需要改善的方面进行优先序分析，并据此提出了逐步建立并完善平原县奶牛合作社奶牛业生产体系的新方式和发展对策，旨在为如何加快奶牛业集约化、产业化、现代化进程提供借鉴。

Abstract The development status， management patterns and aspects needed to be improved in future of the cow breeding specialized cooperatives in Pingyuan County of Shandong Province were studied by priority sequence analysis in this paper.Based on the results，the new ways for gradually construction and improvement of the dairy industrial production system and the development strategies for the cow breeding specialized cooperatives in Pingyuan County were put forward. It was aimed to provide references for accelerating the process of intensification， industrialization and modernization of dairy industry.

合作经济组织有近200年历史，有着许多丰富经验和模式可供学习和借鉴，同时有着成熟的制度和组织形式。一些发达国家已形成的具有自己特色的合作运行模式，使农民组织化程度加深，农民利益得到保障，农民收入得到改善，同时在关注农民生活及农民专业生产合作社的发展方面发挥了不可替代的作用[1]。它们在国家经济体系中占有非常重要的地位，价值与作用受到非常广泛的关注[2]。畜牧专业生产合作社是农民专业生产合作社的一个分支，是商品经济发展到一定阶段的产物，是养殖户自愿联合起来进行合作养殖、合作经营所建立的一种合作组织形式。欧美及大洋洲畜牧生产合作社历史悠久，生产力水平高、产业发达，奶业产值一般都占畜牧业总产值的1/3左右[3]。发展中国家特别是亚洲国家近年来也把发展奶业作为提高国民营养水平和促进经济发展的重要措施来抓[4]，广大奶牛养殖专业户通常合作经营，这是许多国家的奶业生产形式。……
