[摘要] 预评估方法是近年使用较多的研究手段，常被应用于洪水等自然灾害影响的分析与测量、对工程建设项目的劳动安全卫生等方面影响的研究分析以及商业项目的成本预测、风险估计与可行性判断。本文首先对预评估的定义进行界定，介绍了可接受度分析、可行性分析及风险分析等国内外预评估所常用的方法，并建议预评估应当注重背景分析等分析方法，明确重点领域，判断可实现性，以期整理归纳预评估中应用的研究方法。

[Abstract] Pre-feasibility study is more used research methods in recent years， it is used in the measurement and analysis of the influence of natural disasters such as floods， analysis of labor safety and health impacts of some construction projects， prediction and the cost of commercial project risk estimate and judge the feasibility. This article firstly gives the definition of the pre-feasibility study defines， introduces the commonly used methods to assess the acceptable degree analysis， feasibility analysis and risk analysis of domestic and foreign. And it suggestes that the pre-feasibility study should focus on the background analysis， a clear focus areas， judgment can be realized， in order to summarize the research methods applied in the pre-feasibility study.

预评估方法作为近年来使用较多的研究手段，国内外目前普遍将其运用于洪水等自然灾害影响的分析与测量、对一些工程建设项目的劳动安全卫生等方面影响的研究分析以及商业项目的成本预测、风险估计与可行性判断。预评估方法在诸多领域均具有较为广阔的运用前景，预评估方法利用前提是厘清内涵、分析常用方法及风险分析。

1 预评估内涵界定

预评估指对政策或项目在规划阶段时进行可行性分析、优缺点评估和优先顺序评估[1]。优缺点评估指项目的优势和劣势进行罗列并讨论的研究方法，以规避项目劣势并发挥项目优势[2]。优先顺序评估是指确定评估技术应考虑的各项因素的优先顺序。确定优先顺序的目的是使卫生技术评估投资的效益最大化。确定优先顺序包含着在某些方面要进行评估活动的成本与效益的价值判断，同时也需要考虑评估的可行性[3]。……
