摘要： 在工程项目建设决策中，环境因素是一个非常重要的因素，其决策正确与否对项目的建设与应用产生重大影响。影响环境决策的主要因素有环境自身的因素如地质、水文物候等自然环境因素，社会环境因素，经济环境因素等，还与企业对环境的控制能力有关。本文对这些因素进行分析与调研，并运用链杆平衡管理模型对各影响因素进行平衡管理，以保证产出比最大化。

Abstract： Environmental factor is a very important factor in decision-making about construction projects， and whether the decision is correct or not has a significant impact on the construction and application of the project. Major factors which affect the environmental decision-making are the environmental factors such as geology， water and other natural environmental factors， cultural climate and social environmental factors， economic and environmental factors， but they are also related to the ability of the business to control the environment. This paper analyzes and investigates these factors， and uses the chain—pole equilibrium model to balance the various factors affecting the environmental decision-making of construction to ensure maximum output of the business.

0 引言

改革开放以来，很多项目建设往往只考虑其经济效益而忽略项目建设过程中和项目建成投产后对环境的影响。随着我国经济生活水平的提高，环境已成为人们普遍关心的问题，项目的建设对环境的影响也越来越为人们所关注。因此，在项目建设前期对项目建设环境进行正确决策就显得越发重要；若决策错误，将会给项目建设，特别是建成投产后的项目带来严重的经济损失和环境后果。

1 项目建设环境决策的平衡管理模型的提出

随全面环保意识的不断提高，工程建设也应由原有的粗放发展的模式向集约型转变，改变原有一味追求高利润，忽视建设环境决策、涸泽而渔的呼声不断高涨。为了经济环境的可持续发展，建筑企业在项目建设前，应综合考虑所处地区的自然环境，社会文化，物质资源状况，消费水平等因素，同时也应考虑企业对环境的控制能力，如企业员工对环境的重视程度、企业对环境保护的措施等。……
