摘 要 2014年6月10日，中办印发了《中国共产党发展党员工作细则》，这是对党的十八大、十八届三中全会和习近平总书记系列重要讲话精神的回应与落实，又为新时期党员发展工作提出了新要求，指明了总方向，是做好新形势下发展党员工作的总遵循。

Abstract June 10， 2014， the Office issued "Chinese Communist Party Members Rules"， which is the party of eighteen， eighteenth Third Plenary Session of the General Secretary Xi Jinping series of important speeches and spiritual responses and implementation， but also for party members working in the new period of development put forward new requirements， specified in the general direction， is to do the work under the new situation of the overall development of party members to follow.

2014年6月10日，中共中央办公厅印发了《中国共产党发展党员工作细则》（中办发〔2014〕33号）（简称《细则》），要求各地区各部门遵照执行，同时宣布《中国共产党发展党员工作细则（试行）》（中组发〔1990〕3号）废止执行。新《细则》的印发为新形势下党员发展工作提出了新要求，也为新时期党员发展工作指明了方向。

1 新《细则》产生的必要性

自1990年中组部印发《细则（试行）》以来，该文件对规范党员发展工作、保证党员发展质量起到了重要的指导作用。但随着形势的发展和改革开放的不断深入，党员发展工作中出现了许多新问题，也积累也不少新经验，因而迫切需要对《细则（试行）》进行修订。

1.1 新形势下对党员发展工作有新的要求

在《细则（试行）》实施以来的20多年里，中国共产党共召开了五次全国代表大会上，进行了五次《党章》的修改，提出了一些对党员发展工作的新要求和新规定。特别是自党的十八大以来，中央把发展党员工作作为党建工作的重点，党内也纷纷呼吁要严把入党关。在这种大背景下，2013年1月，习近平在主持召开的中央政治局会议上指出：首先，他……
