〔摘要〕介绍了立项查新与成果查新的概况，分析了两者的相通性，然后从查新的目的、作用的项目周期、语言措词、检索着力点、检索范围、结论稳定性等6个方面重点探讨了两者的差异性。最后指出立项查新比成果查新更应该得到科研人员和科研管理部门的高度重视。

Comparative Analysis of Novelty Search for Project

Approval and Achievement Appraisement

〔Ａｂｓｔｒａｃｔ〕This paper introduced the novelty search for project approval and achievement appraisement,analyzed their commonalities,and then discussed their differences from six aspects:purpose,role for project cycle,diction,retrieval emphasis, retrieval scope and conclusion stability.Finally it pointed out that novelty search for project approval was more important than achievement appraisement,it should receive great attention from the scientific research personnel and the management departments.

查新工作能够根据创新活动在不同阶段的需求提供信息咨询服务，它贯穿了科技创新活动的全过程，是实施科研管理创新的内在要求［１］，也是科研人员进行课题研究的先决前提［２］。在中国特色国家创新体系建设的大潮中，科技创新模式发生重大转变，查新资源、工具和手段不断演进，查新工作也面临着挑战。重新审视科技查新工作的相关概念、技术和方法，对于促进查新工作的创新发展，更好地服务于创新型国家建设具有重要作用。

立项查新与成果查新作为科技查新的两大类别，两者既有区别又有联系。本文通过比较分析立项查新与成果查新两者的异同点，可以有针对性地开展科技查新，提高查新质量，使其在科技项目评估中得到更好的应用。……
