〔摘要〕建立地方区域信息资源服务平台是时代对区域社会经济发展提出的新要求。其实质是在新的历史条件下整合和发挥好一定区域内高校、企业、地方政府三方面密切合作才能形成的信息资源开发与利用优势。这种信息资源服务的新模式，运用资源整合、服务拓展、组织活动的方式构建三方合作平台，强调队伍建设和宣传力度，追求在平等互利的基础上当前利益和长远利益的有机结合。

〔Ａｂｓｔｒａｃｔ〕The Construction of Local Service Platform for Information Resources is a new requirement of regional social and economic development in the new era.The essence is to integrate advantages in the devlopment and utilization of information resources brought by close cooperation among university,enterprises and local government in a certain area.Through resources integration,services expansion and activities organizing,this new pattern constructs a cooperative platform,which focuses on talent training and information releasing,and tries to peruse a balance between immediate interests and long-term interests on the basis of equality and mutual benefits.

随着网络及计算机技术的迅猛发展，未来经济发展步入了知识经济竞争的时代。农业作为我国国民经济的基础,也必须要适应社会主义市场经济的运行机制,在鲜活的市场机制中求生存、谋发展。地方基层农业则需要深入开发地方特色，创建有自己特色的地方区域农业经济，在城乡一体化的进程下，逐步迈入知识经济竞争的行列。而为了让广大基层农民从传统农业中解脱出来，提升农民科学素质和种、养业技术水平，通过建立地方区域信息资源服务平台，为地方农村合作社、村委会、各级农业管理部门、当地农民提供正确的决策依据和及时的农业信息是一种知识型社会发展的趋势。……
